Bloomberg reports water is flowing over a repaired levee, flooding New Orleans' 9th Ward again.
The Associated Press quotes Maj. Barry Guidry of the Georgia National Guard:
Our worst fears came true.
"We have three significant breaches in the levee and the water is rising rapidly," he said. "At daybreak I found substantial breaks and they've grown larger."
According to the AP, dozens of blocks in the Ninth Ward were flooded and the water was rising about three inches a minute.
