Driving Illegals - Not In Mexico

The Arizona Republic reports that only legal residents are allowed to drive in Mexico:

Here, you must be a legal resident to get a driver's license.

All of Mexico's 31 states, along with Mexico City, require foreigners to present a valid visa if they want a driver's license, according to a survey of states by The Arizona Republic.

"When it comes to foreigners, we're a little more strict here," said Alejandro Ruíz, director of education at the Mexican Automobile Association.

It's ironic that Mexico, the homeland of most of the illegal aliens in the U.S., does not allow illegal aliens to drive.

I don't understand why Liberal/Progressives, like New York Democratic Governor Eliot Spitzer, think it makes sense to give illegal aliens the legitimacy of a driver's license instead of detaining them and returning them to their homeland.
